Completed Work Items with Remaining Estimate > 0 helps to identify items with an incorrect estimation and take it into account in future estimations. That may effect metrics results in remaining hours. Expected value is equal to zero.

Completed Work Items with Remaining Estimate > 0 is a number of items in a "Done" status and with a remaining estimate > 0.

RAG thresholds: Red - metric value > 0; Green - metric value = 0. 

Data Source

Data for the metric can be collected from a task tracking system (Jira, TFS, Rally, etc.).
